Good to see ideas being shared across projects!
I have a few patterns and even put together a guide on how to use and care for the cloth pads. I made one by hand, myself to see how difficult it is, and it is not hard at all. If a sewing machine is available, it would only take a matter of minutes to sew one together. A girl would need about 12-18 pads if she didn't want to wash them every day (they could be all washed at the end of her cycle), but maybe 5 if she is able to wash and dry them each day.
Materials are inexpensive and should be easy to acquire in Jinja. Cotton and flannel seem to be preferred. A nylon backing can be put on the bottom to prevent some leakage, if desired.
